Here were the instructions I got on the All Items codes:
With this code, the game is funky with its memory, so here's what you do. Start the Cheat Device with just this code and the enable code. I had the problem with not being able to load the game with too many codes on, so turn off the codes when the title screen comes up. Load your saved game and turn the codes back on. Save your game immediately. Then reset the PSX and turn back on any other codes you want. You should have 1023 items in your inventory

There is an amazing amount of games that can fit in a 32MB memory stick all of which are SNES and GBA games in my case
