1-copy the folders inside INSTALL (INSTALL_371 for 3.7x) in your memory stick main folder (eg: C:\ D:\ for those using windows)
2-power up your psp while pressing R
3-Select plugins
4-Press X over cwcheatpops.prx [POPS] it will say ENABLED
5-Press X over cwcheat.prx [GAME] it will say ENABLED
6-Press X over cwcheat.prx [GAME150] it will say ENABLED
7-exit recovery
8-when in game press select for x3 seconds to access the menu(default options which can be changed).

Seriously it does NOT get more straightforward then that. Do you have custom firmware on your PSP? If not this file isn't going to help you.
A .rar is opened with WinRAR... yes. Files are copied over to the PSP when you connect the PC to the PSP using a USB cable and the computer mounts the PSP as a drive, or better yet if you have a card reader use it to read the memory card.
More information would be appreciated because it literally is only a few steps to get this thing to work. I'm not sure where you're having trouble.
