Yes, you can connect to all PS Store.
PS3 is Region Free for Game, but some games could be region restricted, so it will work only on a specific region system (Japanese in your case).
If, for example, MGS4 USA will work on PS3 JAP, you can get downloadable content USA too.
I don't know for CoD4.
