When you start up the PSP don't touch the analog stick. If it still happens, try moving the stick a little to the left when booting up the PSP and see what happens.
I'm not sure if the analog stick in the PSP uses the same concept as other analog sticks, but it might help.
Other than that you might have dirt or something under the stick.
