i've just tried it and made a new one it works fine. that cheat must be done wrongly or something if it's so picky about it's timing or whathever
0x209FB08C 0x7FFFFFFF works perfectly, altough i didn't try making a new career or whathever as it's a crappy game, and without strange hz crappy things (from when cheat device apply codes only some times... it was done only on some psx emulators to preserve cpu power but that's not the case). it doesn't update immediately in the gui just open another menu but it's applyed immediately
